Usually a problem come to my mind as a question "What if...". Though when I help to arrange a math competition it can be necessary to invent a problem with a given question and with a given topic. Once used a problem begin to live by itself. It can be included in a lesson, transformed, translated, used to create a new problem, start a discussion or even cause a popular or scientific article.
